<Wanda[cis]> alright. next step of the plan: just go and include_bytes! the whole database into the relevant crates when building the binaries so you can just add prjcombine-whatever as a dependency in Cargo and get everything you need

<Wanda[cis]> and then I think we're go for `prjunnamed-siliconblue` P&R.
<Wanda[cis]> also having an assembler will unblock in-hw verification, though I don't really expect to do much of it on siliconblue as it is already reasonably well-understood
