I think the PCIe controller reset line polarity is b0rked.. It's inverted so that you have to use the wrong polarity in the device tree. Sigh

i recollect a thread sometime back on that topic..

i think for what ever reason, we picked the wrong polarity and by the time we discovered it there were too many downstream dependencies.. if i recollect right..
